I have query regarding plots. I was allotted a plot in one of the earlier schemes and in the new scheme also i have been allotted a plot. Is there any rule that a person cannot have two plots in YEIDA. If I surrender the plot my 20k will be deducted. Can I transfer the plot what is the procedure.

Dear, 
As per policy, one cannot posses two plots in allotted from authority in any of the residential schemes..
It is highly likely that it can get cancelled when tracked at any later date.

However I am not sure whether authority has any software UID (Aadhaar) based tracking system and database to track ownership of multiple plots by a individual in YEIDA residential schemes.

In which year you have get allot another plot 
And there is no rule that one person can not hold two plots 
There is no limits for holding plots.....

I was allotted a plot 3 years back. I was not aware that a person cannot hold two plots. I got a call from Authority and they asked me to submit an application for surrender of plot RRPS04 in the office regarding the same. Not sure whether my whole registration fees will be deducted or only 10-20%

As per my understanding

1. Person can have any number of plots purchased from market as per their paying capacity. 

2. You can get Allotment from authority  including you family ( Spouse) and dependent children's but can hold only  1 plot in single time draw other you need to surrender. 

3. Once the plot is alloted to you /spouse/dependent children then you cannot apply in their name and again get the allotment. Exception in HUDA draw but not in YEIDA/NOIDA AUTHORITY /GNIDA.

4. If you got Allotment again read prospectus again. Generally the allotment amount is forfeited in the case. 

It's risky to make payments in future. Once you get caught authority have right to forfeited the total amount you have deposited till date.
