DEAR ALL,
I am sorry for not attending the meeting held on 24.07.2011 ,as i was out of station for last 10 days.
i know that there must be some very important topics which were to be discussed in this meeting, and feel sorry for my self that i was not able to be a part of that discussion.
any way i congratulate to those who attended the meeting.
PLEASE DO NOT TAKE IT OTHERWISE, BECAUSE THESE ARE ONLY MY VIEWS UNDERSTANDINGS AND SOME OR ALL OF YOU MAY NOT AGREE WITH THESE VIEWS.
as we all know that Mr. SAFAL & Mr. ARNAB, are the moderators of this group, and we all appreciate their active participation and guidance given to group members from time to time,
we also acknowledge their efforts to collect and convey all the important and relevant information to the group members, despite all these.......
AS PER the home page of our YEIDA GROUP the total members in this forum are 1399
the total no. of plot owners or allotees are somewhere between 20000 to 21000 ( i am not known to the exact figure, Mr. Safal might be knowing)
so even if we form an association for the welfare of the residents ( residing at YEA will not be possible before 2015 or so, when the authority will give the possession of the plots, and some may start contruction as soon as they get the possession and complete there house within one year)
what will the association will do, for whom the welfare will be done. resident welfare association is that association, which works for the maintenance of the society and represents the residents in  all the concerned deptts. it is not the child's play to form a single association where the prospective residents will be around 21000, divided in several pockets/blocks in 2 huge sectors.
let us take an example of any present developed residential colony, say greater kailash in south Delhi. where there are at least 50 alphabetical blocks in 2 parts GK-1, AND GK-2
each and every block has its own residents welfare agency and no one interrupts any body's activities and considered to be an independent and autonomous body.
how can it be possible for the members of this group who are just 1399 , that too from different sectors and pockets/blocks from the huge strength of 21000 allotees/plot owners, to form an association, without taking views of those who are not in this group or who are not aware of this group( many may not have facility of Internet or many may not be using or do not know the use of Internet or computers) or they may be the persons who even don't know about the happenings in this area. many may be from the different parts of the country or many may be living abroad such as Mr. Arnab is living in the U S .
so, calling the prospective association as the YERWA OR YAMUNA EXPRESSWAY RESIDENTS WELFARE ASSOCIATION will not serve the purpose for which the need is.
rather than forming a residents welfare association, we should form a representative group , which will take care of all the representations believing that there is full support of 1399 members of this forum, for which some funds may be organised by calling all the members through mails and collect all those funds in a bank account, and any need of finance to meet the expenses may be withdrawn from that account.
As we all have no objection in giving our representation rights to Mr. safal Suri, the founder and moderator of this group, he is capable of handling the all the related issues, and if needed he can even fight for our sake.
The competent authority needs a strong representation in favour of any dispute. that is why as far as the present scenario is concerned, there should be a strong representation body from our group, instead of a welfare association. you may see the benefits of a strong representations, in the current judgements of land acquisition cases in greater noida or noida extention, where the strong representations of farmers have won against the govt. bodies.
now, just imagine if the other 19000 allotees from 21000 allotees, do not agree with our so called (YERWA) association's working, then what will happen. NEITHER THEY WILL BE KNOWING US, NOR WE WILL BE ABLE TO REPRESENT THEM OR LEAD THEM.  and the same politics will start. different views, different opinions, different working with no coordination will create a mess.
and Even if should we form an association of such kind, then it is better to take an opinion from all the allotees and take their favourable nod first. this can only be done through postal letters to all the allotees/buyers of the plots. and this will require at least 105000.00 for postage stamps, 21000.00 for envelopes, 21000 for photocopy of letter and membership/ representation form. and another 125000.00 for self addressed envelope with postal stamps. total amounting to RS. 300,000.00 OR SO.  these expenses are for the primary stage only. after these, if all allotees may become members, or allow us to represent them through a representative group, then it will the duty of the representative group to update all the actions and working of the forum/group to all the buyers and allotees. this will need extra funds which should be arranged in the beginning, by collection of Rs. 500-1000 per allotee/buyer so that a handsome fund of 50 to 80 lacs may be created ( if 10000 or more allotees are charged Rs.500.00 and he/she gives his/her representations to this group ).
this kind of forum or group of representatives can become a strong beneficiary if something adverse arises.

i again repeat my words that these are only my views and opinion, no one should take it otherwise. i am only foreseeing the adverse aspects of forming a premature welfare association(YERWA), OR SO.
THANKS
WITH REGARDS

Dear Mr. Moda,

Yes, indeed... very important issues were discussed in the meeting... and since you weren't there... you surely are not aware of the details. Therefore, I request you to kindly read the By-Laws & Memorandum of the Association. Kindly also read the complete name carefully. You will see the difference of purpose... as we are NOT forming a “Residents Welfare Association”. Also, you will find the relevance of YERWA. Thereafter, I’m open to discuss everything under the sky.

Lastly, you seem to have not read quite a few mails in last week discussing the name and purpose. Many names were proposed. We also discussed that it cannot be “Residents Welfare Association” as no one is resident there. I also urge you to kindly read last week’s mails and update yourself.

Regards,

Safal Suri

Dear Prashant,

The points raised by you are genuine and you will be pleased to know
that most of the concerns raised by you were duly raised by the
attendees and elaborately discussed during the course of meeting.

1.It was unanimously decided that the need of the hour is to
constitute a legal body that has a legal standing in the court of law
just in case if it is required, also there were discussions that once
the RWA is registered we can file a Caveat in Allahabad HC for any
matters related to land acquisition of sector 18/20 in YE.

2.Without an organization it would be very difficult to collect the
view point/suggestions of 21000 allotees, so it was decided to
register the RWA first and then using the print media we can try to
reach out to maximum number of allotees. To collect funds we need to
have a legal entity and our RWA will be the required entity.A notice
will be published in leading newspapers to invite allotees to join the
YERWA.

3.You are perfectly correct that a single RWA cannot meet the
requirements of 21000 plots, the point was raised and it was agreed
that this will just be a umbrella organization for the future Pocket
and block wise RWA's.

4.This YERWA is a democratic organization for all the 21000 plot
owners and is formed purely for welfare of members, and i find no
reason why we should not form it now, the Noida extension tsunami will
surely turn towards our Expressway very soon, lets be prepared.

Best Regards.
Saurabh.
