Meeting with CEO regarding ZERO PERIOD & PLC

Yesterday I finally got to meet Dr. Arun Vir Singh, CEO of Yamuna Expressway Authority. Spoke with him regarding “Zero Period” and “Preferential Location Charges (PLC)”. It was a quick meeting, since he was extremely tied up in meetings, but still, I was somehow adjusted between two important meetings. First one, a long meeting with PRESS and then another very long meeting with Jaypee Officials / Traffic Police (regarding recent pileups on Yamuna Expressway). Anyhow, I finally got to meet Shri. Arun Vir Singh and he was patient and heard what I had to say.
 
Regarding Zero Period, he wasn't too surprised that the issue was still not sorted out. I told him that a file regarding Zero Period was doing rounds between Finance Department and Property Department, but no one seemed interested in taking the lead and resolve the matter. He said he was aware of it and quite upset at the inability of his staff to sort out the matter. He promised that the issue will either be sorted out by the next weekend or he will have an answer for it. I also gave Mr. Arun Vir Singh, possible formats of revised Payment Plans (as they should be). Told him that I spent quite a time making them and the authority now only needs to vet the dates and amounts. Requested him to have them finalized and posted on the authority’s website, as soon as possible. The same are attached with this post.
 
Mr. Arun Vir Singh then immediately referred the matter to Shri. Bishambar Babu, Finance Controller (FC). I was then sent to meet him. Mr. Babu said that he will soon constitute a team of officers from Finance Department & Property Department, to expedite the matter.
 
As for PLC, Shri. Arun Vir Singh said the decision to implement PLC was taken in his absence and completely agreed that it was senseless to impose PLC at this stage. He even called senior officials and enquired if the PLC was part of the Brochure and Allotment Letter. I candidately told him that PLC is 100% NOT ACCEPTABLE to us and under no circumstances will we pay PLC. Also told him, politely but firmly, that should the authority insist on forcefully imposing PLC on allottees, it will lead to mass protest. YERWA shall do anything and everything needed to stop PLC, including demonstrations and approaching various courts (as mentioned in my letter to the CEO and Chairman). To that he said... all that won’t be required, since he will personally look into the matter and if PLC is wrongly imposed, he will ensure that it is removed.
 
Please find attached with email, scans of 2 letters, regarding the above two matters, sent to the Chairman and CEO. Shall continue to pursue these matters (among others) and revert as soon as I have a reply.

Dear Mr Safal Suri & all ,
PFA scanned copy of letter recvd frm YEA dated 29/12/2017 and asking to complete followings within 60 days ;
1. To pay lease rent @10% of Rs 4750 /- in one go.
2. Pay Rs 20100 / - (cash) to sub-registrar for lease deed.
3. Before lease deed pay all dues against the plot.
4. GST payable at the time of lease deed .
5. location charge payable as per rules .
I have sought some clarifications including the handover of the possession of the plot .
For view and info of members .
 My queries to YEA are pasted below; 

"I am in receipt of  your letter no; property/2017/236 dated 29/12/2017 wherein  it is directed to ensure completion of  some formalities for executing  the lease deed of the plot. 

I am willing to execute the  lease deed within stipulated time period but for following unclear and pending items;

(1) Please clarify and intimate any revision in amounts of due installments  due to  zero period  for deferring payments between Oct/Nov 2013 to Oct / Nov 2016 vide OM: YEA/Property/2017 dt 25/9/2017.

(2) Please send a copy of  proforma for affidavit in r.o. zero period to be signed by me .

(3) To enable me make payment  of all dues against this plot before lease deed please intimate  total due amount  as on date with breakup including the amount of GST to be paid by me. As I will make on line payment it is requested to pl  update the dues schedule in the online property schedule portal. 

(4) Para-3 Page-14 of Agreement to lease( ATL ) stipulates 90 days for lease deed but OM dated 29/12/2017 states 60 days. Please clarify the  period to be adhered .

(5) Please intimate the date for hand over of possession of plot as I have made more than 75% payment long back  but the possession of the plot have not been given so far whereas  as per Para 9(IV) Page-3 of the scheme brochure,the possession of the allotted plot  was to be handed over after deposition of 75% of total premium.

Therefore please clarify above mentioned to enable me initiation of further formalities as well as make  online payments of dues  against my plot and execute the lease deed within due date."
