Possession Letter for YEA Residential Plot Scheme 2009

Has YEA issued offer letters for possession to all allottees of the scheme?

We have not so far received the offer of possession for our plot # 218 in pocket 'Q' of Sector 20, even though we have made full payment of original price and all instalments of extra compensation except ECI-08 due by 30th April 2019. 

We have also registered the Agreement to Lease.

I have also not received a letter of possession for my plot# 258 in  6C Sector 18 even though I have been religiously paying all installments and extra compensation on time.
