Dear everyone,

This call for the meeting was done in an open manner with the details
being sent over the mailing list and facebook group. This is essentially
what the multi stakeholder consensus of Internet Governance is all about.


To the new people who joined the group recently and you have questions,
this is a brief introduction, YCIG (www.ycig.org) is currently
undergoing transition and anyone can participate in shaping the future
of this discussion. Please feel free to join the team that is reviewing
the YCIG Charter (https://ycigweb.wordpress.com/charter/)

Please read the minutes of the first call since our November meeting in
Brazil in full as Sonia sent earlier.

Please see below a summary of the minutes just shared:

2. There will be four subgroups working on four different topics:
a. The Steering committee

3. All subgroups has PIC – Persons In Contact, they take the
responsibility among each other for organising calls/meetings and taking
minutes. By splitting this responsibility we ensure continuity.

4. Afterwards we agreed on the timeline for the process of discussing in
the subgroups and coming to a selection:
a. Proposed Timeline:
i. Sub-Group Draft v1 - Jan 18
ii. 2nd Call: - Jan 21/22
iii. Coordinator combine draft v2 - Jan 27
iv. Public Comment for 30 days - Jan 28 - March 3)
v. Final Draft - 9 Mar
vi. 10-day Objection Period: - Until 19 March
vii. Call to review objections - Week 21 March
viii. Start Election - End of March

5. During the call a few smaller topics were raised:
a. We should use Etherpad for editing so people who are in a specific
subgroups can still looks what others are working on.
b. All subgroups should concider the fact that representation of all UN
regions (Asia, Africa, Americas, Europe, Oceania) and sexes is important.
c. It should be noted that no one of North America has joined the group
of YCIG that is working on this new charter. We should put an effort in
reaching there, it cannot be that there are no interested youth in North
America.
d. The non-youth involved in the process (over 30) should be heard and
their input considered important and listened to, but they should not be
able to extend the process endlessly because they disagree.

On another note, I would like to urge everyone here to volunteer to join the Persons In Charge; as you can see the list doesn't have some regions, it doesn't have enough diversity in gender representation.

It will be good for each subgroup to have persons in charge from each of the UN regions. As of May 2014, the 193 UN member states are divided into five (5) regional groups.

Thanks for the work done by Pim and those who attended the call. I would like to join th Election Process team (b) to represent Africa and contribute to the work.

Forgive my ignorance if this has been covered already, but i would like to better understand what we are trying to do with the charter. Are we adding new sections and reviewing what is already in it? I am asking because i see nothing re Elections for example in the current charter. Does this mean our team will be suggesting this section to be added to the charter?

I see an absence of North American representation and am interested in throwing my hat into the ring. I missed the call, so not sure where the shortages are in each sub committee but am open to volunteering for an area that needs an extra hand.

election process wäre für das steering committee ja, aber membership an sich im allg. wäre imo relevanter..ich such mich hier gerade wund, wo sieht man wer in welcher gruppe ist?
wollen wir tauschen? ich könnte schreiben, ich will gruppe C ebenfalls beitreten und du könntest dann auf b rüber gehen - so oder so, allein, wie es wegen der telko, etc. hier zu gegangen ist, muss man die "mission"leute deutlich unter druck setzen. so geht es nicht.

@Arsene, Yes you are correct for the parts that are not clear enough in the current charter, we shall suggest wordings, e.g. Election Procedures of the steering committee.

@Jose, the Dec 8 call was the 1st meeting of the Charter Review Working Group that we discussed and agreed to set up during IGF Brazil. Please choose one sub-group that you would like to participate and contact the PIC. They shall coordinate further working calls to develop the draft.

@Krishna, there is no such a group on Asia-Pacific, please refer to the below and pick one.

Hi, all-

Thanks for all the work you have done in re-establishing the YCIG. I am new to this community and have been trying to find my place. In time I'd like to be making more of a contribution.

Could I please join Martin and seek some clarification here: what is the difference between the role of coordinator, volunteer, and observer? I presume an observer remains on the list-serv but does not comment -- is this correct? 

Also, if you have any suggestions on how new members can best contribute and get on board with your work, I would really benefit from hearing them. Thanks!

Sorry for the late reply. I'm currently enrolled in a graduate program and had final exams, so unfortunately, I couldn't make it to any of the last two weeks' calls. I have been involved with YCIG for over a year now, and it is really encouraging to see this much activity on the mailing list, as well as a concrete timeline for the steps forward. Also congrats to Ephraim, Sonia and all others who worked on the WSIS statement!

I would like to join the Membership sub-group.

I'm from Turkey so I guess I will be representing the "Western Europe and Others" region.

I assume David speaks of the YCIG session at IGF, which decided:

proposed by Pim ten Thije (Adopted at the Young Coalition on Internet Governance session):
  1. Start with a working group created from a call in the mailinglist. Goal: define the process of changing the charter.
  1. ---- Done by the organisators of the Youth Coalition On Internet Governance in Brasil. 
  1. ---- Everyone can participate, 
  1. ---- When a lot of people want to participate actively: we can create sub work-groups for specific parts of the charters.
  1. A draft of the charter changes is created (by the same or a different working group).
  1. The whole community (mailinglist) can give input an do suggestions via Piratepad.
  1. Via the mailinglist a vote is done on the specific proposal for the new charter
  1. ---- This is the most political neutral way.
  1. The steering committee is proposed and elected according to the charter.
Furthermore the protocoll entails:
  • The steering committee shall serve as a coordinator and administrative role on developing activities plan with and approved by members of YCIG.
  • The steering committee is not the decision-making body.

As I can find there "Everyone can participate" and nothing with regards to observer status or volunteers I continue to assume everyone can participate on equal footing, which also seems the proper way to do it. Afterall the charter changes need to be adopted by the entire mailing list in order to be valid. Leaving people out to only cast their vote/agreement in the end of the process is no way to foster consensus.

it's been awhile i was offline.
many thanks to Ephraim to add me in this very important group.
i'd like also to support that idea of creating a whatsapp group to make conversations much easier but also not forgetting this one..we can use this email group to share some attachments that are not supported by whatsapp..

in terms of transparency, privacy and accessibility I think google groups is by far more convenient. Not everyone uses whatsapp and wants to do so - and not everyone wants to give their phone number data to have access to these conversations.

I can agree with Lorena and strongly disagree to create another communication channel. Email technology is simple, reliable and can be used without giving personal data to companies!

That was my understanding too. In any case this is the last official situation communicated timely and both providing a virtual or onsite possibility to participate in the discussion. So the agreements met there should not be ignored.

Total understand the privacy about communication channels. 

But sorry I strongly disagree email is convenient for discussion like this. Apologizing that, personal, I feel very disturbed to received numbers of emails for discussions. And moreover, I am too busy to join all your meaningful events recently.

Therefore, I would like to request for leaving this "email group". Please do a favor for me, to delete all my personal data (probably only the email account) from these YCIG email discussions?

Thanks everyone for joining the sub-group, and sorry for the late response of this coordination email due to the peak Christmas period. 

Dear coordinators, kindly refer to the following list to start working on the draft with your group members, referring to the proposed timeline. 

Proposed Timeline:
i. Sub-Group Draft v1 - Jan 18
ii. 2nd Call: - Jan 21/22
iii. Coordinator combine draft v2 - Jan 27
iv. Public Comment for 30 days - Jan 28 - March 3)
v. Final Draft - 9 Mar
vi. 10-day Objection Period: - Until 19 March
vii. Call to review objections - Week 21 March
viii. Start Election - End of March 

Understanding there is concern on "observer", as the period of call for volunteers of the working group was closed on 5 Dec, "observer" is serve as another role for members to participate. However, no matter how, as agreed, the process of all discussion will be opened and with consented procedure, all members can feel free to comment or observe. However, the separated role will be easier for coordinators to moderate the meeting and keep things in good record. I would like to suggest letting coordinators the flexibility to coordinate on that. 

With the belief of multi-stakeholder involvement, I believe we all treasure the contributions, affords and supports from different stakeholders to YCIG. Nevertheless, we should in mind of letting youth and younger generation to take the lead, which will be an excellent showcase of the concept of youth-led with cooperation with different "senior" friends on behalf of YCIG. 

"If you are under 30, interested in Internet Governance, and able to get involved in Internet Governance debates – join the YCIG mailing list, introduce yourself, and get the discussion going over what this Coalition should be doing. You might be new to Internet Governance and the IGF, or you might already have taken part in the IGF as a young person, but not engaged with the YCIG. The group needs new volunteers, new ideas, and new leaders. In short – it needs you.

If you don’t get involved – who else will?"

Hi David,

Thanks for sharing this timetable and for taking the time to compile the master list of what subgroups everyone has signed up for. 

Can I please ask for some clarification over what the role of the sub-group coordinator is? 

Also, can I please ask: when you mention that we should have the Sub-Group Draft v1 ready by 18 January, is this something we are starting from scratch, or is there a draft already in existence? If it's the latter, where can I find this document?

For subgroup D, we are only 10, so perhaps it would be possible for us to schedule a group Skype chat or call to discuss next steps?

I look forward to working with everyone closely over the next few weeks.

Hi Florian,

Please refer to email archives of the YCIG group. They had indicated interest in November 2015 when Yannis distributed the minutes of the Brazil meeting and in the email Yannis had called for volunteers and some had expressed their willingness. This was before the changes to divide the work into subgroups.

To those who asked to participate in sub-group D (vision and values), I'm just c/c'ing you into our most recent conversation now. If you do not receive the message, please contact me off-list and I'll double check you've been included in the contact list.

We are currently chatting through a closed email chain, but a conversation probably does need to be had about how we will archive our communications so that others can review our work. Likewise for the other sub-groups too. Are there any suggestions on how we should go about doing this? (Maybe individual list-servs for each sub-group?)

Thanks everyone for contributing to the discussion, below please find the updated sub-group list based on the reply as on 12 Jan. You may contact the subgroup coordinators directly for your comments and involvement. 

And now coordinators of subgroups are working on the first draft and trying to combine into one document, meanwhile during the in-group discussion, coordinators are responsible for taking record and archive of the chat by e.g. hackpad, google doc etc., think that can also be shared among the mailing list on. 

For next step, the 2nd call will be held as soonest to open for comments once the first combine draft is ready. Details will be shared afterwards.
