2008 PROGRAM OVERVIEW
PROBLEM:
Ensuring that the youth of Africa remain engaged with the social, economic, and political issues of their continent is an ongoing process. Last year, Friends of Africa International organized the first Pan African Youth Leadership Forum in Accra, Ghana, in order to empower African youth to become the future leaders of their society. The annual forum will be held this year 2008 in Egypt, and looks to continue the truly significant work and mission of last year's assembly.
Great change requires great vision. African youth – those who believe in the ability of their continent to live up to its full potential – have the vision necessary for meaning! ful change in Africa. And in order for change to be effectively initiated and continually
sustained, the youth of Africa need the knowledge, resources, and training that are crucial to ensuring that their visions can become a concrete and lasting reality.
The goal of the Pan African Youth Leadership Forum is to provide African youth with the essential education and training necessary for leadership, and to offer a forum for youth to share their unique knowledge and experiences among their colleagues. The 2008 PAYLF will build on the successes of last year's forum, while opening up additional topics for discussion and new areas for improvement.
PROGRAM OBJECTIVES
* To encourage youth engagement in continent wide initiatives in order to strengthen their commitment and understanding of development structures, and promote their meaningful participation in development alternatives.
* To further strengthen and sustain the ongoi! ng dialogue between young future leaders and current African leaders on renewing and
strengthening democracy in Africa in order to put it beyond reversal.
* To provide these delegates with strong practical and theoretical knowledge and the skills needed to promote and strengthen democratic values.
* To draft action plans, implementation strategies, and monitoring and evaluation strategies involved in tackling issues faced by African youth. These action plans will draw upon the first Pan African Youth Leadership Forum, held in Accra, Ghana, as well as from information obtained during the ongoing forum, and the expertise of the youth delegates.
* To create a platform for assembling some of Africa's dedicated, promising, and most proactive young individuals who are well informed in order to promote dialogue among them and foster exchange of information and perspectives on common problems faced by African youth and create constructive resolutions.
* To en! able networking among delegates, facilitating the exchange of
productive human and material capital.
* To integrate the African Union's Year of African Youth's theme of peace and development into dialogue and panel discussions.
* To review progress in the ratification of the African Youth Charter as well as implementation efforts.
* To establish a forum where young people will analyze and evaluate the progress made in realizing the Millennium Development Goals in Africa.
* To review progress reports on the African Peer Review Mechanism.
STRATEGY
The Pan African Youth Leadership Forum II will be a one-week program to be held in Egypt in June 2008, prior to the African Union (AU) Heads of State Summit. Participation will be drawn from as many countries as possible, representing the five regions of the continent.
The first three days will be focused on dialogue, workshops and break out sessions with international! experts from Africa and elsewhere. This will be accompanied
by skills-building workshops on the different areas outlined to be discussed. Building upon personal expertise and on the training participants received from the forum, the fourth day will feature regional dialogues on plans of action, processes and strategies for implementation, assigning roles and responsibilities, as well as monitoring and evaluation. The fifth day will be an international conference where dignitaries in decision-making bodies of the continent will be presented with our recommendations. Participants will be able to meet with some of the Heads of State and Foreign Ministers present in Egypt for the Africa Union Heads of State Summit. On the final day, the participants will embark on a field trip to historical sites in Egypt.
Further, this platform will enable delegates/participants to engage in discourse and debates with fellow Africans on issues of common concern. The Forum will faci! litate the exchange of information,
experiences, and expertise among delegates. The delegates will exchange their research findings and/or personal experiences concerning the effectiveness of specific approaches to development and advocacy projects. Case studies of countries in conflict, post conflict countries, and conflict prone countries will be analyzed.
PLEASE NOTE THAT MOST OF THE SESSIONS WILL BE CONDUCTED IN ENGLISH. HOWEVER, TRANSLATION SERVICES WILL BE PROVIDED

- Democracy and Governance in Africa: What Has Changed
- European Union – Africa Strategy: A Comprehensive Analysis
- African Youth Charter: Progress on Ratification

- Millennium Development Goals: Commitment of Youth Is Essential
- Human Rights, Peace, and Security in Africa: The Role of Africa's Young People
Activists working on the above areas are strongly encouraged to apply.
SELECTION OF YOUTH DELEGATES
Just like the first Pan African Youth Leadership Forum, this forum is envisaged to host as many African youth delegates as possible from various nations. The delegates selected for participation will bring various areas of expertise; they will be among Africa'! s most dedicated, promising and most creative
young individuals, with a considerable knowledge and expertise on the topics and issues to be discussed.
Each delegate will have demonstrated a keen interest in Africa's development, and will be actively engaged in promoting human rights, democracy, good governance and social justice in their respective countries.
Emphasis will be placed on African young adults aged between 18 – 35 years (African Youth Charter), who:
Have demonstrated leadership in their different constituencies.
Are committed to the political, social, and economic development of Africa.
Are actively engaged in civil society and the rebuilding process, and are able to empower others.
Emphasis will be placed on the active participation of African young women.
TIMING AND COMMITMENT
The 2008 Pan African Youth Leadership Forum (PAYLF) will take place in mid-June 2008. Part! icipants must commit to fully prepare for and take part in
the forum throughout its duration. Selected participants will be required to write a short paper and prepare a presentation about their work in advance of the forum orientation.
FUNDING
We strongly encourage applicants to seek outside funding. However, a limited number of scholarships will be offered for this Forum. Applicants should submit their complete application materials as soon as possible. Applicants should indicate in their application if they would like to be considered for scholarship.

STATUS NOTIFICATION
Accepted applicants will be notified of their acceptance in the week of May 5. All efforts will be made to notify others of their status as soon as possible after this time. However, due to fundraising cycles that could affect the total number of scholarships, candidates whose applications have been declined may not be notified until June.
