Control Lock

Has anyone figured out how to install the Control Lock that came with the airplane? I'm pretty sure the hooks attach to the rudder peddles but the collar came with two bolts and nuts with cotter pins that aren't easily disconnected. It doesn't appear the collar was intended to go around the control stick.

I got NOTHING to lock the controls when I bought the airplane !

More like a shipping or permanent fixture.
Not really for daily use. Where would you like to carry that 20 lbs of steel.  Hook it on the tail wheel horns and bolt it to the tail spring.  Bet it fits.
