Yes, it does.  You will find an application installed name XX Net on your pc. Click on it and a browser screen should pop up. Open an account. 

then go to internet options by searching it in the start menu

Click connections

Click on LAN Settings

Change port to 1080

Click ok

to connect the VPN right click on the icon in the system tray.  Choose your preferred connections method and you should be good to go

It has only 500 MBs of free bandwidth. And then you can buy and use it.
