Customisation to allow user-generated annotations and tagging

Forgive me if this is already well-known - I'm very new to XTF - but I wonder if anyone knows of customisations that allow users to create their own user account (password protected) and then create free text annotations to content items, and/or their own keyword tags for content. This could be private to themselves, or made public, or both.

This doesn't seem to be native functionality to XTF as it ships, but I may be wrong.
