Yep, on my end yes. It's a boot with just the minimum vanilla environment possible to run my workshop.
I'm suspecting it's tied to registry or registration issues... most odd

I had the same problem when I got a brand new machine.
Only after I installed Python and pywin did the problem go away.
After that, I could remove Python and pywin, and the problem would not re-occur.

registry fixed it for me.
I had not installed python externally before.

I think the external Python install put in those reg entries. We shouldn't be looking at them, so our code should be updated not to look for those reg entries.
