xrpl-py 1.9.0 released

A new version of xrpl-py is now available on GitHub and PyPi.

Some highlights:

• Added `submit_and_wait` as an improved version of `send_reliable_submission` @pdp2121 in #528
• Add nft_info and nft_history clio APIs by @shawnxie999 in #573
• Add user agent and use case info to faucet json body by @jonathanlei in #572
