xrpl.js 2.3.1 and ripple-binary-codec 1.4.2 released

A new version of xrpl.js and ripple-binary-codec is now available on GitHub and npm.

Here are the fixes:

• Add NFT Devnet as an inferable faucet by @JST5000 in #2024
• Handle edge cases for standard currency code signing by @JST5000 in #2009
• fix: link to XRPL Rosetta (ThreeXRP.dev) by @intelliot in #2027
