xrpl.js 2.3.0 released

A new version of xrpl.js is now available on GitHub and npm.

This fixes a lot of edge cases, and provides better error messages.

• Update connection.ts to always clear the heartbeat interval by @nitowa in #1942
• Remove extraneous PR for docs by @JST5000 in #1995
• Fix reliable submission masking legitimate error with type error by @JST5000 in #1996
• Fix browser infinite disconnect if exception raised during 'connected' by @JST5000 in #1981
• fix verification bug in Wallet.sign() when signing a non-XRP Payment amount with trailing zeros by @khancode in #2000
• Add better error for trying to encode invalid transactions by @JST5000 in #2001
• fix(account-offers): export interface AccountOffer by @ckniffen in #2007
