xrpl-py v4.5.0 released

Hello all, 

A new version of the xrpl-py client library is now available: PyPI and Github Release. 

This release contains updates to the Lending-Protocol models and `Number`-type binary-codec methods to ensure parity with the C++ rippled implementation.

New Additions:

- Fix number serialization by @ckeshava in #900
- Updates to the Lending-Protocol transactions by @ckeshava in #901
- refactor: improve int32 integration by @mvadari in #902
