localisation for 2.0 - Call German translators

Hello Folks,

in preparation for the 2.0 release I call anybody who's interested in
maintaining the German translation or even a new maintainer if the
original translator Holger Hahn doesn't want to do the job anymore
(Holger, feel free to say 'Hello').

Tasks
----------

- fix some logical breaks (e.g. we have 2 'Aktionen' buttons, one of
them has to become 'Kampagne' in the meaning of campaign)
- switch to UTF-8
- translate some new strings

Fell free to speak German in this thread; feel free to ask how to
contribute.
