Specifications and governance

Hi folks

This may be premature, but I've wanted to get a specification model in
place so I've adapted the Python Enhancement Proposal model to XPCA.

Interested in some feedback in the general concept. I'm going to have
a go at writing a spec using this format to formalise the Modbus
mapping, based on Aleksy's RModbus example, as a test. If anyone has
any thoughts please let me know.

I've cleaned up the xpca.org site as part of doing this. If anyone
else wants access to the xpca_org github repo let me know, i.e. you're
keen to make additions to the site. I'd like to be responsible for
pushing updates up to the site, just so we can have some level of
editorial control over the site rather than a free for all - but would
be really happy to have other people get involved.
