Newbie to xoops (Warning after installation)

Hi all,

I am new to Xoops, I am new to xoops..

I am using Apache 2.0.55, Mysql 4.1, PHP 5.0.5, Xoops 2.2.3a, Windows
2000. And I am using local Administrator to install xoops.

During the installation process, it is okay (all green light), however,
after installation and click 'Here', it goes to a page with the
following warnings:

Warning [Xoops]: Smarty error: unable to read resource:
"db:system_block_login.html" in file C:\Program Files\Apache
Group\Apache2\htdocs\class\smarty\Smarty.class.php line 1084
