Thanks for your email. First of all, please go ahead with the apeal in PRAGYAN. In fact, you really do not need permission for it.
Regarding not including Bengali in XOBDO along with a number of other languages like Hindi, Nepali etc which are widely spoken in the North-East, we had many internal discussions. As you know, XOBDO is a volantary organizations that runs on limited resources (which includes manpower, finance etc) contributed by the members. We want to dedicate our limited resources to the languages of the North-East that really do not have significant or no presence in the internet. For langugaes like Bengali, Nepali, Hindi etc there are many online dictionary and other resources available in the internet. There langugaes have official/unoffical funding and serious researches in linguistics are going on in many advanced research institues like CDAC, JNU etc. They also have large number of online volunteers to work on.
We in XOBDO, do not like to reinvent the wheel again. Therefore, we like to concentrate on the languages that have limited or no online resources.
Hope this clarifies our position/situation. We really, DO NOT believe "Bengali" to be a language of WB or present Bangladesh. As you rightly said, there are many "Assamese-Bengalis" - Assamese, because they are sons/daughters of Assam and Bengalis, becasue their mother-tongue is Bengali. Same, is the case of the Bengalis of Tripura, Shillong etc.

All the east Bengalis and Cachari Bengalis were basically Bodos.Don't you think so? You know, the LUNGI we ware , Bengali Muslims are famous for it, is basically a Tibeto-Burmese word and culture.If you don't study Bengali of NE India you will miss many thing. I know one Jagannath Chakrobarty of Half Long who has written a voluminous dictionary of Barak Vally dialects of Bengali. If you want I may give his address and no as well.
