Resource create not triggering event service

I have two event subscriptions that look exactly the same, no payload filters, and simply run a logging action. One fires on Resource Created, the other on Resource Updated.

The Resource Updated events trigger as expected: when I upload to an existing resource folder, or overwrite a file in that resource folder.

The Resource Created events do not. Neither when I create the resource folder, nor if I upload a file directly via the REST api - creating the folder in the process.

It's certainly easy enough for me to create folders first, and then upload files via the REST api to get the Resource Updated subscription to do what I need, but I would have figured the Resource Created subscription should have done the job.
