Import queue is not avaialble.

Hi,

Following the XNAT upgrade to 1.9.3, our project owners can't load the PACS import queue/history. The page is hanging on the "loading..." message. It is also noticed in the developer tools 403 error as forbidden. 

The page loads after I change the user's account to Read Only in the advanced settings. The original selection was No, and was able to load the page with older versions.
