Theme in use is not exactly Aqua Blue, the Modify button doesn’t appear on this theme whereas when I switch the same store from AquaBlue to it, the Modify button disappears. This theme uses earlier versions like react-16.11 whereas AquaBlue uses 18.2.0.
User access to modify as per referred SQL query is also TRUE.
I checked a couple different stores, but the Modify button doesn’t show up in the theme in use.
Can triggering Modify button click via Theme or any other way still cause issues when the approver has modify rights too?
Is there another way in this case to have this modify button or anything else that can be used to trigger it? If modify approval is a legacy page, shouldn’t it be accessible via JavaScript in Storefront, which it doesn’t as I checked? As I read if header and footer are NG theme components, can a script there interact with the button?

Not sure about this - the Modify button is a legacy page which takes the
approver back to their cart to edit the Item.

Many thanks for the pics - yes the Modify button is from the
OrderDetails.aspx page and it is legacy.
So creating an NG Theme will not help.
