Can I have a discount based on FINAL TOTAL quantity

I was wondering if it is possible to apply a discount based on final total quantity. For example if the product is business cards: (100 Business cards for John; and 100 business cards for Mary = Final total = 200 Business cards).

I want to appply a discount to the quantity 200. Is that possible?

Also, you could provide the customer with a "coupon" that can be configured to permit a discount amount or percentage. The coupon can be configured to only work once the cart total exceeds a specific dollar amount.
