In uPlan, when I viewing a proof set, the bar code stats off with “Base64Stream[####,####,1,True]. Can someone explain to me what the different parameters within the brackets stand for?

With thanks to Amit and Claude, I think I can answer... The parameters are:
Width (in millipoints),
Height (in millipoints),
Type (1 for pdf 2 for eps), and
Unique (a boolean indicating if the imae is unique per recipeint and affects caching)

One more question… is the width and height referring to the size on screen or the actual size of original document?

Since you are referring to a proofset, which is created with uPlan or uProduce without even opening the InDesign document, I think it is fair to say that the graphic box in the original document is not used.
I took a closer look and found that:
Some XMPie barcode functions have parameters that allow the user to define the height and width. If the are defined, then those values are used.
USPS Intelligent Mail defaults to 67.742mm wide and 4.191mm high
Australia Post / Japanese Post / DAFT default is 6.177mm high and the width is auto calculated.
By default, the width and height are calulated automatically by the barcode module based on the data being encoded and barcode format.
