Dynamic Story Length Handling not working when a rule is applied to contents

I have a variable data template that I need to set up so that if there is overflow text, it will reduce the text to fit on the line. However, dynamic story length handling is not working the way it should. After some research, it seems that it possible could be because there is a rule applied to some of the text in the text box. Is this accurate? If so, how can I fix the file so that it works properly? Using InDesign 5.

Copy fitting should apply to all text in the frame regardless if  whether static text, or dynamic text from a content object. Perhaps providing a sample or screen shots would help?
