If you have FreeFlow Core with Advanced Prepress (or something equivalent, located after uProduce), I think it may indeed be better for the uEdit NG user to ***not*** define the bleed box in the InDesign document because, based on our experiece, it may be difficult with uEdit NG to place and resize objects that are larger than the bleed box, such as a full-width background image.
If not such a need from your users, or you simply haven't got FreeFlow Core AP (or equivalent) with you, then let the bleeds defined, but don't expect users will take real or full advantage of them.
