While we are in the process of learning XMPie, we had an agency develop a very complex menu for us and I downloaded the .dpkg file. How do I access this file to view the inDesign document?

Thank you

The DPKG is just a ZIP file. Unzip it to get to the INDD file.

Yes, you can just unzip it.
But, if you have uCreate Print, or uDirect installed, then use the XMPie panel menu to "import" the DPKG. It will unzip and setup everything for you automatically.
