Quantity will not display as a dropdown list

I have a new product for uStore. For the product ordering flow, I’m using “multiple page”. I can not use “single pages” because I’m auto populating my input fields with a sql procedure that will not work with single pages. The new product is linked to a product profile and there are 6 different pricing steps with all set for “display as dropdown”. When I try to order the product and I get to for quantity option, it displays as an input control instead of a dropdown list. How do I fix this?

It looks like if I turn on “enable product pricing” I get the dropdown for quantity. Is this the fix or should I be doing something else?
