XML 3.61 not installing correctly on win 8 no XML printer present

Solution previously worked but after updating various software, I cannot get the configuration options needed to resume  as usual.
Old system was XP & older xml version.
win 8.1 64-bit clean install
Upgraded to Parallels 9 for mac, Build 9.0.24251
updated .net framework (verified regedit here http://msdn.microsoft.com/en-us/library/hh925568%28v=vs.110%29.aspx#net_b and I have 4.5x or above)
installed XML 3.61

Config XML- problem:

At the bottom of image above, the last item in drop down menu is XML SCANNER.
The XML Printer option is missing.
My support team and I have determined the issue is limited exclusively to my computer.

Although the post ist quite old I think I had the same problem.

The driver seems not to be signed! So you need to disable driver signature checking for the installation to succeed!
