xml2rfc-xxe verison 0.7.8, to go with xml2rfc-1.34

After a long period of benign neglect, I've updated the xml2rfc-xxe
plugin. If you've followed the semi-secret installation instructions,
you should see a little "update" icon next to the entry for xml2rfc in
the addon manager. If you don't see it, you probably followed the bad
but easily available installation instructions -- you just have to try
one last time:

(Delete the old /files/ URL if you have it in your addon sources list)

I've also made a kind of lame translation of the online help into wiki
pages beginning with Help__ -- see

(A nice index page is on the wishlist already, but my xsl-fu has
lessened over time - anyone wanting to help should take a look at
help/db2wiki.xsl in the source tree)

I've verified that the basic functionality works with both xxe 4.1 and 4.5.
