XLr8Tools Update 4.12.9

We have finally gotten off Java 8. There were a few libraries that got dropped between those releases. The documentation should be updated next week.

   XLr8Developer was not reading the ReadOnlyFlag to set the checkbox. This has been fixed.

   Changed library com.sun.xml.messaging.saaj.util.ByteOutputStream to java.io.ByteArrayOutputStream
