What determines the order of clusters in report function?

Dear xjView users,

Below are the list of three significant clusters that xjview yielded in Matlab command window.

I'm just wondering why the largest (& most robust) cluster appears as the cluster 2 in xjview's report.
Is there any secret rule behind listing clusters in this software?
