Custom collation support - how to contribute

As part of a project that I am working on, I needed to be able to interact with an SQLite database that includes a custom collation on some of its tables.

The current sqlite-jdbc library does not support custom collations, so I have written some code to add that support.
I would like to contribute this code back to the community, in the hope that others may also find it useful.

However, I could not find any guidelines for submitting code changes to this project.

I guess my questions are:

1. Is there any interest in the group for custom collation support?

2. If so, can someone give me some pointers on how to contribute it?

I am quite familiar with version control systems in a corporate environment, but I am relatively new to contributing to the open source community.
