windows 2012 OS

When I use the jdbc driver 3.16.1 and above - the newer version i get this error

java.lang.Exception: No native library is found for os.name=Windows and os.arch=x86_64. path =

However when I use the 3.15.1 and below - it works fine

We load the .jar file in our integration engine when it starts up
