advice for dictionaries needed

First, wanted to say I think the XDXF download site is a great asset.
It's a wonderful place to find open licensed dictionaries and I
recommend it highly to people.

Second, recently wanted to find a particular dictionary for
translation and noticed there wasn't anything for the languages I
wanted at the XDXF site. Decided to see if I could dig up a public
domain, open source or creative commons licensed word and definition
list and create my own. I managed to find an XHTML file in the public
domain with the data I needed. I've converted it to Babylon format
and then to StarDict using one of the stardict-tools programs. Would
appreciate any advice on how to package this thing in order to share
with others. Thanks.

Do you mean to package StarDict into XDXF?
You can use MakeDict dictionary format converter:
