Can't send ctrl or apt sequences

I have been unable to send multi press keys, such as ctrl+q or alt+n to
any of Libre-Office, Gedit, or Mousepad. At most I have gotten "key
ctrl+q" to send just plain "q".
Is this perhaps a problem with my XWindows server. If so, does anyone
know how it might be configured so that the target window would receive
the desired multi-press commands?
