actions.ini not available in 3.0.0

Hi, is it possible the actions.ini (which I use for custom hierarchy in menu items) is no longer available in 3.0.0?

If support for it is deprecated, which is the best approach for in the future?

Any help would be awesome!

It should still work. It has not been deprecated.
