Any Guidelines to Create New Platform bindings?

Dear all,

I am implementing the XAR file format in Java.
I like the way XAR takes care of file system meta data and I want to
use it on Wndows NTFS as well.

My approach is to retrieve most meta data via CIM / WMI - CIM is an
open and operating system independent standard to manage enterprise IT
infrastructures.

I am now looking for more informations on the XAR format, especially
on the bindings to ext2 and Darwin specific meta data, are there any
specification or design documents?
