The Valley Air District's Regulation VIII requires property owners, contractors, developers, equipment operators, farmers and public agencies to control fugitive dust emissions from specified outdoor fugitive dust sources including:
Ongoing large-scale land development for renewable energy projects in the Antelope Valley, located in the Western Mojave Desert, has been blamed for increased fugitive dust emissions and coccidioidomycosis incidence among the general public in recent years. Soil samples were collected at six sites that were destined for solar farm construction and were analyzed for the presence of the soil-borne fungal pathogen Coccidioides immitis which is endemic to many areas of central and southern California. We used a modified culture-independent nested PCR approach to identify the pathogen in all soil samples and also compared the sampling sites in regard to soil physical and chemical parameters, degree of disturbance, and vegetation. Our results indicated the presence of C. immitis at four of the six sites, predominantly in non-disturbed soils of the Pond-Oban complex, which are characterized by an elevated pH and salt bush communities, but also in grassland characterized by different soil parameters and covered with native and non-native annuals. Overall, we were able to detect the pathogen in 40% of the soil samples (n = 42). Incidence of coccidioidomycosis in the Antelope Valley was positively correlated with land use and particulate matter in the air (PM10) (Pearson correlation coefficient >0.5). With the predicted population growth and ongoing large-scale disturbance of soil in the Antelope Valley in coming years, incidence of coccidioidomycosis will likely further increase if policy makers and land developers continue to ignore the risk of grading land without implementing long-term dust mitigation plans in Environmental Impact Reports.
ROWLAND HEIGHTS >> A former fugitive from San Bernardino charged with a laundry list of criminal charges in connection with a bizarre Rowland Heights car crash seen in a viral YouTube video is behind bars, officials confirmed Wednesday.
"VFAST located the fugitive inside a locked bedroom hiding in a closet and began to give commands, which the subject did not follow," the news release stated. "Ultimately, the subject brandished a firearm and multiple VFAST members fired upon the subject."
According to his employer, U.S. Fugitive Recovery Service International, the father of five began his career as an enlisted man and served multiple combat tours in Iraq, ultimately rising to the rank of first lieutenant. He later worked as a private contractor in Afghanistan, then returned to the United States, where he became a licensed fugitive recovery agent and private investigator.
As a precaution, YCSO deputies were also on scene at Mountain View School, which is near the barricade scene, to ensure the safe release of students and faculty as the school day was ending, which coincided with the sighting of the fugitive.
Booking records first showed a Tuesday hearing in Victorville Superior Court for Dupnik. As of Thursday, though, the hearing had been deleted in favor of "detention only" status with no hearings scheduled, likely due to his status as a fugitive.
Though police arrested Ricks on July 29, it was not until Sept. 19 that Ricks was federally charged with escape and appeared in federal court In Las Vegas. Ricks was charged in Las Vegas Justice court on Sept. 5 on a fugitive from justice charge, though the case was closed on Sept. 7.

The owner of a prominent Riverside County bail bonds company was arrested on Friday, June 2, after a state Department of Insurance investigation concluded that Fausto Atilano submitted photographs of look-alikes posing as fugitives in order to receive refunds on bail money that his company had forfeited.
