It is a gag and actually just applies for Brook and Luffy. The calcium in the milk is good for bones and Brook is nothing but bones (It is mentioned at Thriller Bark, even in the anime) and Luffy has huge regenerative powers whenever he eats or drinks (remember Alabasta when he pumped water in his almost dead dry body).
Here is a Devil Fruit amigurumi inspired from the One Piece anime and live action Netflix series. I recently watched the live action series and really enjoyed all the characters and storyline on pirates, and so I thought it would be fun to release a free crochet pattern for my version of the Gomu Gomu no Mi (aka gum gum fruit).
This is the fruit which Monkey D. Luffy, our main character, eats as a young boy, and it gives him stretchy powers. Alas, it also comes with a curse as all those who consume the devil fruit lose their ability to swim.
Instead of Monkey D. Luffy, he is Doggy D. Luffy! See this cute video reel I made of him as Doggy Luffy. I posted it on my Instagram, and I was super ecstatic when the music composer of One Piece live action, Sonya Belousova, also shared it as an IG story on her account.
Note: Make 16 pieces (or however many pieces you need to cover the Fruit Base. The S Curve looks like a straight line, but later when you sew on the S curve, you will shape into an S and then sew into place.

I've only seen bits and pieces of One Piece, but I know that Devil Fruit users (people who have eaten a Devil Fruit) can't swim. I never understood why, though. How does this work? It doesn't seem to give arm or leg disabilities, so what would keep them from being able to swim?
Also, Oda said in SBS that Devil Fruit users are vulnerable to all types of water, not just salt/sea water. Basically any type of "standing" water (ocean, lakes, rivers, etc) will affect them, while "moving" water (rain, waves, etc) won't.
Overall, I'm not saying the problem is the sea or something inside the users, what I'm saying is that it's both. And as to why users are affected by Seastone/Sea-Prism Stone/Kairoseki, as stated by Smoker:
In my idea, I think it's because the Devil Fruits are the body of the sea devil. So, if we ate one, we can't swim because we have the power of the seas. It's like, we are stealing their powers so they will make us can't swim. That's why people who ate Devil Fruit can't swim.
Maybe it's because the Devil Fruits have some sort of origin with the Fishmen. I mean, Fishmen are already ten times stronger than a normal human, so maybe someone in the past thought that such power would be too dangerous if it fell into the hands of Fishmen. That's why those who eat it couldn't swim.
Maybe it started out as a feud in the past of the "ancient weapons"- the objects capable of destroying the world. Look at "Noah", the big ship at Fishman island. Maybe it played a part in the Devil Fruits. Or maybe it's connected to the Adam Wood and Eve Tree something which Franky stated.
"A person who has devil fruit power experiences a lack of energy when gets into the water!" That means, the user lacks minimum energy to show body movements, otherwise, they could swim.Without body movement, the person starts sinking down.
My opinion is that because water as a weakness is commonly seen as a demon/devil weakness, hence the name Devil Fruit. And the user's soul is the polar opposite of the sea, which in turn would create a struggle between the 2. And water ultimately wins seeing as how Devil Fruits are rumored to be a part of the sea, causing its wielder to constantly be drained of their power, or in cases of sea stone, causes their power to drain just enough so that they can't use their power.

Re:Zero's Rem is probably one of the cutest anime demons in history. However, fans shouldn't let her innocent looks fool them. Though she's small and looks rather delicate, Rem has incredible power.
Not only does Rem have an impressive array of magic skills and abilities, but thanks to her demon bloodline, she has an unstoppable Oni form. In this form, Rem manifests a long, curved horn made of pink energy that gives her frightful strength and ferocity. She's able to take on even the strongest opponents in this state, making her a dangerous force to be reckoned with.
Yuji Itadori is the main protagonist of the hit series Jujutsu Kaisen, as well as one of the most popular anime demon characters in recent years. But though he's a demon now, he wasn't always. At the start of the series, Yuji was a normal human, until a chance encounter transformed him into the vessel for Sukuna, an Imaginary Demon of terrifying power.

While Inuyasha may be all about the titular hero, he's not the only beloved demon in this series. Sesshomaru is Inuyasha's half-brother and a full-blooded demon with unimaginable power. He's one of the strongest demons in the entire series, and his abilities often even surpass Inuyasha's. Coldhearted and proud, Sesshomaru places himself above all other demons and forms of life.
Though he starts out as an antagonist in the story, Sesshomaru's character evolves a lot throughout the series, and he slowly learns how to care for others. Surprisingly, he seems to go through more development than Inuyasha himself, which is probably part of the reason he remains a fan-favorite anime demon.
Yoko Kurama is a silver-haired fox demon who possesses the body of Shuichi Minamino, one of the main characters in the classic series Yu Yu Hakusho. After suffering a life-threatening injury, Kurama seals his spirit away inside a newborn Shuichi. Here, he lays dormant until the young boy grows and unleashes his demonic power.
From then on, Kurama takes control of his young host and even has the ability to switch between his human form and his previous demon form. Since the beginning, Kurama has been one of the series' most beloved characters, and he's easily one of the most recognizable within the cast. Yu Yu Hakusho remains a wildly popular anime today, partly due to Kurama's iconic role in the story.
