Struck Man Still Recovering, Struck Utility Worker Still Recovering
A friend of the man who was struck on Highway 90 west says the vehicle has not been located and they need your help in finding the driver who did not stop. The friend says 42-year-old Joseph Steven Kennedy, of DeFuniak Springs, will be bedridden for some time. Kennedy recently moved to our area from Michigan. There is a possible reward for any information that could help.
According to the Florida Highway Patrol, just after midnight Saturday morning Kennedy was walking along the northern westbound shoulder of Highway 90 near Peacock Road. An unknown vehicle was travelling westbound and drifted over the white fog line and struck Kennedy from behind but did not stop. The victim was discovered by passing motorists shortly after the crash.
The unknown vehicle will have right passenger side damage and will be missing the right side view mirror. It is black in color. Any information, contact the FHP or your local law enforcement. The contact for Kennedy is 419-3116.
Remember the DeFuniak Springs employee that was hit by a car who did not stop in time, ran off the road and struck the utility worker. Michael Hargrove was thrown onto the hood and against the window after the car drove onto the shoulder of Highway 83 north. A recent report from the city was he wanted to return to work, but was not yet released from the doctor. His friend, Jeff Johnson, says Michael continues to heal, but had to return to the hospital for a short time.
Johnson says Michael is not used to taking it easy and wants to keep busy, but his medical recovery has limited him. While he can get around, Jeff says his friend is unable to some of the normal activities and tasks of everyday life. He also says, while Michael wants to get back to work, he knows the recovery is going to take a little longer. Jeff asks you to remember his friend in your prayers and thoughts.

Walton Hurricane Exercise
This week Florida has been holding the annual hurricane exercise. Walton County Emergency Management opened the Emergency Operations Center and this year the county also hosted the state Department of Health with a Forward Operations Center at the old EOC bunker.
The 2013 Statewide Hurricane Exercise scenario centers on the potential landfall of two fictitious storms, Hurricane Kirk and Hurricane Lay. Hurricane Lay is named in honor of the late Brevard County Emergency Management Director Bob Lay, a nationally respected emergency manager.
Florida’s State Emergency Response Team (SERT) hosts the 2013 Statewide Hurricane Exercise through Thursday, at the State Emergency Operations Center in Tallahassee. The annual exercise serves to practice Florida’s emergency plans and procedures for a potential hurricane making landfall in the state, in preparation for the upcoming Atlantic Hurricane Season. Along with federal, local and private-sector partners, FDEM will simulate emergency response efforts to manage an evolving hurricane scenario.
This year, the annual hurricane exercise included participants from eleven different states and the United States Military. The exercise serves as an important opportunity to strengthen plans and relationships among local, state, federal, and private sector partners.
WZEP First News visited the State Health Forward Operations set up Wednesday. Lt. Aaron Otis, with the U.S. Department of Health, representing the Florida Department of Health, says their setup was to look at the response for a local disaster. He says the state team can come in on a quick response and assists the local Department of Health. Their primary concerns are to keep the local hospitals, dialysis centers, senior and assisted living centers and other healthcare centers open and in operation.
The Forward Operations Center has the ability to provide a staff living area, administration, communications, supplies and do so even if the power and utilities are off. While the primarily work to assist in making sure the medical services are operating, they can also be a liaison when the local department needs help with the state. Wednesday the operations center has tents, a communications and admin trailer, smaller supply and operations centers and other tents set up at the old EOC bunker off North Davis.
The 2013 Atlantic Hurricane Season begins Saturday, June 1. Make sure your family and business are prepared to follow the instructions of local officials if a hurricane threatens your community by knowing the nearest shelter, making an evacuation plan and having a disaster supply kit. For additional links and information, contact the Walton County Sheriff’s Office Emergency Management.

Safe Boating
Memorial Day weekend, which kicks off summer activities, starts tomorrow and the Florida Fish and Wildlife Conservation Commission (FWC) wants all boaters to remember to boat safely. Col. Calvin Adams, director of the FWC’s Division of Law Enforcement says more people will be out on the water for the holiday weekend.
Each year, FWC officers rescue around 1,000 people, many of them on the water. However, not everyone is so lucky. Ten people have already lost their lives this year due to boating accidents in Florida.
The FWC reminds boaters to enjoy their time on the water by taking a few safety precautions, such as remaining alert while operating a boat, wearing both a life jacket and engine shut-off switch at all times and designating a sober boat operator.
According to the FWC, inattentiveness of the operator often contributes to boating accidents.
Statistics also show that more than 67 percent of the 55 boating-related deaths confirmed last year were attributed to drowning, which life jackets are designed to prevent.
There is a wide variety of comfortable, affordable and stylish life jackets on the market today. The many options make it easy to be protected. Some compact designs even inflate upon hitting the water.
An engine shut-off switch is a safety lanyard that attaches from the boat operator to the ignition. If it is disconnected, the engine will shut down, potentially preventing a boater who has fallen overboard from being injured by the moving propeller of a runaway boat.
“Boating smart and safely could result in fewer injuries and deaths each year,” Adams said.
