WCSB Talks Shelters

When a storm was threatening our area last summer, the Walton County Emergency Management Office made the decision to begin evacuations. This means the opening of a shelter and the closing of schools. Evacuations require the schools to close so the students can leave if needed and some school sites are used as the shelter site. When this happens, parents who depend on their students being in school have to make arrangements for day care. The school also has to make adjustments, converting to a shelter and someone with knowledge of the facility has to be present.

At the last Walton School Board meeting, Board member Mark Davis said, when the school is being used as a shelter they have to have an administrator present and FEMA no longer pays them. He says the district is offering comp time, but he feels it is not fair the person staying at the school is not paid to be there for multiple days.

Superintendent Anderson said the Sheriff’s Emergency management makes the closure decision based on weather information and emergency information. The Sheriff’s Office operates Emergency Management for the Walton County Commissioners. Anderson said she asked them to delay closing as long as possible since there is not enough daycare in the county and this means some parents have to miss work and miss getting paid. She said she welcomes the Board to make a decision to pay the administrators.

Chairman Dennis Wallace said he would go before the County Commissioners and ask them to budget the pay for the required administrators that have to be at the schools when the commissioners close the school for a shelter. Davis pointed out that since Walton was not declared a Federal Disaster area, there is no FEMA money coming for the two shelter days.

Fire Safety Awareness Week

In an effort to better educate communities throughout the U.S. about fire safety recommendations, the nonprofit National Fire Protection Association (NFPA) is promoting  “Have 2 Ways Out” as the theme for this year’s Fire Prevention Week campaign, October 7-13, which South Walton Fire District (SWFD) is supporting locally. NFPA has been the official sponsor of Fire Prevention Week for 89 years.

SWFD will be concentrating their efforts on promoting fire safety and prevention throughout the many schools, day cares and businesses in South Walton SWFD would like to remind citizens to please contact Sammy Sanchez, Fire Marshal for any fire safety questions or concerns. To contact Fire Marshal Sanchez, please call SWFD Headquarters at 850-267-1298 or visit our website at www.swfd.org. In north Walton you can contact you local DeFuniak Springs, Freeport, Argyle Liberty or Walton Fire-Rescue.

This is also a good time of year to change your smoke detector’s batteries and test them. You might consider installing a carbon monoxide detector. And make sure your family has an escape plan and knows where to go in case of an emergency. Have a safe meeting point away from your home. Make sure everyone know the way out and knows of a backup escape rout. Firefighters advise that you practice your family plan.

If you need help changing your smoke detector batteries, contact your local fire station. Many times they will be happy to come out and assist you. Right now you can get information by visiting the Walton County Fair. The smoke house, an interactive demonstration is on the south south side of the midway area, against the entertainment room building, near the barn.

WCSB Approves Administrator Evaluation

The Walton County School Board approved an evaluation system for administrators. The RTT is much like the appraisal system the teachers now have, as required by the state. School Board member Sharon Roberts said, while she does not agree to the objectiveness, she does agree that if the teachers have to have an appraisal system, then the administrators should also have one.

Board Member Mark Davis said the requirement for evaluations is logistically a lengthy process. Roberts asked the attorney what the ramifications would be if they did not pass the state requirement. He answered that the district could choose to do not have the evaluation system, but the state would withhold funds.

Superintendent Carlene Anderson noted there have been evaluations in the past, but said an evaluation needs to be balanced. She agreed this will take a lot of time. She also said the subjectivity needs to have the experience and training behind it to make sure it is as least subjective as possible. Anderson told the Board she does have the experience and training to conduct the evaluations. Anderson also pointed out the appraisal is not just for principals, but for all district administrators she supervises.

Davis said they are looking at over 120 pages and more than 300 indicators. He said the evaluator is supposed to actually observe the person. He said everything is required by the state but it is not possible to do the requirements with the time available. Davis said the only way would be to have someone full time in the school each day.

Davis then went on to talk about the state mandates. This has often been a topic of complaints by the various school boards. Many times they point out the state lawmakers not only add more and more requirements, but do so without providing a way to pay for them. He said every meeting there is something they have to do, something that is physically impossible. Board member Faye Leddon said the problem is in Tallahassee, that they write something that looks good, but is not possible in reality. The vote passed, but the Board said they do not like it.

Representative Marti Coley was present and heard the comments and said she appreciates them. Coley admitted it is challenging. She asked that they do not throw the baby out with the bathwater. Coley said they have seen scores go up and district out perform, and do so in a global economy.
