DFS Council Meeting
Should a property owner in DeFuniak Springs be required to pay $400 or more for a survey before building a carport, outbuilding or small addition? That question was brought up by resident Kermit Wright, who wants to build a carport, but found out the council had enacted a requirement for a survey for any new additions unless a current survey can be provided. The requirements came after a request several years ago and the problem with property lines not being known for many parts of the historic city. Wright suggested the council not do away with the requirement, but provide a way for some situations where there was little or no question about the property line to allow construction to take place without a survey. Wright suggested the city staff possibly come to the location when a building permit request is made and if the proposed construction is far enough back, then allow it to proceed. The council agreed changes in the requirement might be needed, but also agreed surveys are still needed and they do not want the staff to have to make subjective decisions. Wright said he just wants the rules to be reasonable.
The DeFuniak Springs City Council approved a fee waiver for the Housing Authority for the Alpine Heights utility project and for Jobs Plus to use the community center for a job fair on March 15th.
The Council approved the 1st reading for the Capital Improvement Schedule Exempt Amendment to the Comprehensive Plan. The city will purchase a van on state contract to be used by jail work crew doing recreation projects. The van will be for the inmate crew, not just the recreation employees. The old van was used when received and now takes a lot to stay running. The Council approved a ground penetrating radar to save time in locating underground pipes. The city will work with the county on running gas to Paxton, is taking back management of the tennis courts so a skate park can be built, and will seek bids for engineering services for the city in general and at the airport.
Jody Wilkerson, the sanitation employee injured in a garbage truck accident last week, is said to be recovering and should return to work in about eight weeks. His left hand was severely damaged and he might have lost part or all of a finger. Council member Wayne Graham asked if there is anything else that can be done to help protect the workers.
City manager Kim Kirby showed a paper titled “Watchdog” where someone is making comments, mostly about the city. Kirby says many of the questions can be answered, but the comments are being made anonymously. She asked the author to come see her.
Council members talked about the good comments concerning the new fountain at the Lakeyard, the downtown clock ticking and chiming away and asked if census information is in. Planner Greg Scoville said the count will not be available until spring.
More Info Released On Mossy Head Incident
The Walton County Sheriff’s Office has released more information on the situation Friday where a man was in his home with a weapon as law enforcement spent 6 hours trying to get him to give up.
Friday evening, Walton County Sheriff’s Deputy Matthew Aimanovich responded to a domestic violence call at a home on Highway 90 in the Mossy Head community. Upon arrival, the deputy made contact with the victim’s mother, Faye Wise. As he was speaking to Ms. Wise, her son, Troy Wise, was sitting in a chair with blood obviously running down his left eye and with visible red marks on his neck. Ms. Wise told the deputy her son, Troy, was beaten up by his brother, Jerry Wise. Ms. Wise said her son, Jerry became mad at Troy and jumped on top of him and began chocking him. The mother told the deputy Troy’s face became bright red. She said Jerry Wise continued attacking Troy by hitting his head against the ground. She said he then got up and began kicking Troy in the chest.
Troy Wise was transported to North Okaloosa Medical Center in Crestview due to his injuries. Jerry Wise barricaded himself in his residence with a sign on the front door saying “I Jerry Wise have two guns.” The report says Jerry Wise exited his residence with a firearm to his head, threatening to kill himself. The stand off lasted about 6 hours. The standoff was ended after a number of tear gas shots were fired into his trailer, located next door to his mother’s home. Jerry Wise remained in the home, even after the tear gas was fired. Neighbors were also evacuated. Residents in the area report hearing a series of gunshots, probably from the firing of the tear gas.
Deputies later found out that Jerry Wise was a convicted felon in possession of a firearm against the law. A 9mm gun was recovered.
After being released from the hospital, Troy Wise told the deputy his brother had jumped on top of him and pinned him down. His brother reportedly continued to attack him, banging Troy’s head on the cement. Troy, who is mentally disabled, told the deputies he blacked out several times.
Based on the deputy’s observations at the scene, he believed Jerry Wise committed Battery, Aggravated Battery by Strangulation and Possession of a Firearm by a Convicted Felon.
Three Arrested In Okaloosa
Sunday, 23-year old Brian Reeves, 27-year old Brandy Berrier and 20-year old Donavan Smith of Baker were detained by Florida Fish and Wildlife Officers for poaching. During the course of their investigation, it was determined that all three were living at 5669 Griffith Cemetery Road.
During a consent search of their home for additional contraband items in reference to poaching, Fish and Wildlife Officers discovered a clandestine methamphetamine laboratory. Wildlife Officers contacted the Okaloosa County Multi-Agency Drug Task Force who responded and assumed control of the narcotics investigation.
The scene was processed by DTF Investigators and numerous items of drug paraphernalia associated with methamphetamine production were seized, along with liquid methamphetamine well in excess of 3 ounces. Both Reeves and Berrier confessed to their involvement, and the investigation tied Smith to purchasing cold tablets for the drug production. All three are charged with trafficking in Amphetamine, fourteen grams or over.
Scam Alert
The Okaloosa County Sheriff’s Office wants to alert residents to a scam that was reported by a Fort Walton Beach resident. The man reports receiving a call from someone who identified himself as a Deputy Sheriff and who claimed that the resident had not paid his business license fee.
The caller requested the man’s credit card number so the fee could be paid.
Recognizing the call as a scam, the resident did not reveal his credit card information but instead reported the incident to the Sheriff’s Office. The OCSO Fraud and Scam Hotline can be reached at 651-7674.WC BCC Agenda
