WC BCC Considers Request To Remove Confederate Flag From Courthouse Lawn
Daniel Uhlfelder said a symbol of racism and bigotry needs to be removed. He said that symbol is the Confederate Flag flying next to the Confederate Memorial on the Walton County Courthouse lawn. He said Walton’s representatives sent to the state assembly to ask about succession were against it.
At the beginning of the commission meeting agenda item talking about the flag, Walton Commission Chairman Bill Imfeld asked to waive the normal time limit and allow 15 minutes for those asking for the removal and 15 minutes for those against the removal. He also asked for five minutes instead of the normal three for individuals.
Uhlfelder told the commissioners that if they have not made up their mind today, he does not know what else they can do. He cited various racial actions throughout history, talking about 1964 and the state of racism. Ulfelder also talked about current events. He told the commissioners the flag is not the actual flag of the Confederacy and has been adopted by the KKK as their symbol. He also said the battle flag was voted to be put on the Courthouse Lawn in 1964, just before Civil Rights legislation.
Ulfelder said the flag on the courthouse grounds prevents equal justice. He said the flag says that when people come to the Walton County Courthouse they are not going to get equal justice. He called it an attack on equality.
Wayne McLeod, Chaplin for the Sons of the Confederate Veterans said history is written by the winners and myths have been perpetuated for many years. He said the Southern States peacefully succeeded and developed a constitution that did not include slavery, rather allowed for state’s rights. He said this is the same as when the original thirteen colonies seceded from Britain. He noted how Robert E. Lee had already freed his slaves and wrote against it while Grant had slaves. McLeod said he loves Old Glory and if he thought the Confederate Flag was a racist symbol then he would drag it down himself.
Phillip White, who has a relative’s name on the monument, talked about showing respect for history and how Ocala has returned the flag to the courthouse. He said many citizens are now saying, “enough is enough.” He noted the flag was indeed raised in 1964 for a variety of issue, but told commissioners those issues are no longer valid. He said the final resting place of the men listed on the monument are buried in other places. He told commissioners they have the opportunity to show that in Walton there is still respect for history, good and bad.
Danny Glidewell said it is important to remember history, saying history is complex. He said slavery is evil and good men can sometimes be in favor of something that is evil. He said the next thing will be the memorial, then the ten commandments and the christmas display. Glidewell said taking the flag down will further divide the county.
Commissioner Comander said they had been given information from both sides and need time to go through the items. She also noted the item was not on the agenda for a vote. The commissioners moved the issue to the next meeting as an agenda item.

The Walton County Commissioner’s meeting started with good news from FDOT District Three Secretary Tommy Barfield. Walton paid for $75 million of the new bridge, but a reduction in price dropped the amount Walton had to contribute. Barfield presented the remaining funds not needed to the commissioners. With this, the half cent sales tax can also come off. Barfield said the estimated time of completion is August 2017, but permitting issues have put them behind. There is a hope the contractor will make up time. The sturgeon fish cause some delay in driving the piles. There is a three month window for the fish’s breeding season. Commissioner Sara Comander thanked Barfield, saying it was his help recovering the funds for Walton. Barfield cited the partnership of everyone and said Walton and the FDOT showed how to get things done. He said, if the county is willing, he will be back. Commissioner Cecilia Jones noted the advance in evacuation time the new bridge will bring.
Commissioners approved the Preliminary Master Plan Design for the South Walton Sports Complex as Submitted by Lose & Associates. Staff said there is no major changes and the release is the master plan so far. Additional features could be added or taken out. This came after several public meetings to allow citizen input.
Remember the property near Wee Care park someone wants to sell. Walton Administrator Larry Jones talked about the possible purchase, calling it a way to advance the park’s features and said they would work with the city for a possible move of the park items at the Sports Complex off Gene Hurley Road. Commissioner Comander said she wants to know definitely what they would use it for. Jones, agreed, saying he would sit down with the city and see how they want to partner. The possibility of purchasing the 44 acres continues.
With a parcell called the Angelo’s Property being offered for sale, TDC staff presented three possible uses. One was a small parking area, the second was a larger parking area and the third was parking with two picnic pavilions. The appraisals are between $4m to $5m for the land. The cost for the features is from $200,000 to around $400,000. Commissioner Cindy Meadows said she thinks the county should try to purchase the property due to the use without interfering with the dunes. The commissioners approved moving the process forward.

Ft. Walton Homicide
Ft. walton Police are investigating a homicide after a man was shot in front of his home early Monday morning. Twenty-three year old Keyontray Demar Henry was found on the sidewalk in front of his residence around 1am Monday with gunshot wounds to his stomach and arms after witnesses reported gunfire in the area. Henry was airlifted to Baptist Hospital’s level 1 trauma center in Pensacola where he was pronounced dead. Police Capt. william Royal says this is the third homicide this year in Ft. walton Beach.
Name of Drowning Victim Identified
The 24-year-old man who apparently drowned at Crab Island in Destin Monday has been identified as James Duncan of Tuscaloosa, Alabama. This is the story reported yesterday where a recovery effort ended as FWC officers found his body. A second victim was rescued.

Animal Neglect Inquiries on Social Media Addressed By Holmes County Sheriff
Allegations of neglect at a Holmes County Horse Farm have been unsubstantiated by the Holmes County Sheriff’s Office. After the issue continued on social media, Holmes County Sheriff Tim Brown has addressed inquires of Lewis Quarter Horses.
Earlier this year, the Holmes County Sheriff’s Office received a complaint of animal neglect at property belonging to Lewis Quarter Horses. According to the complaint, there were 31 neglected and emaciated horses at the property. Also a photograph began circulating on social media of a deceased horse being loaded into a trailer at the property. Deputies began an investigation and determined the large majority of the horses were healthy and well-fed. A few horses were determined to need some attention and the Florida Department of Agriculture was requested to assist in the investigation. 27 of the horses were determined to be healthy, well fed and all of their needs met. Only three horses were determined to need intervention and it was discovered the owners had been attempting to care for those horses and meet their needs. One horse was determined to have an injury to its side from running into a fence and the owners had been treating the wound. Two horses appeared underweight and it was determined that other horses were not letting them feed. The owners rectified that by giving them their own food trough. The horse with the eye wound had lost that eye in an accident from years ago; the wound to the eye was not infected or diseased. Another horse had a neck injury and that was determined to have occurred because the horse was a male and was trying to get across a fence to a female horse.
The investigation also revealed the deceased horse had been euthanized by the owners because of its old age and medical problems. A feeding and care plan was established for the horses and the Department of Agriculture conducted follow up inspections to ensure the horses were being taken care of. The owners have cooperated and complied with all plans.
Earlier Tuesday, the Holmes Sheriff’s Office received a photograph of a deceased foal allegedly at Lewis Quarter Horses through social media. Deputies learned the caretakers of the property notified the owners of Lewis Quarter Horses upon discovery of the foal. The foal appeared to be covered in afterbirth and was buried by the owners. Further investigation revealed the Florida Department of Agriculture also responded to the property earlier that day and did not observe any signs of abuse or neglect on any of the other horses.
As of this time there has been no findings of abuse or neglect on the part of Lewis Quarter Horses. Some of the photographs posted on Facebook and received by law enforcement were taken by trespassing on the property of Lewis Quarter Horses. The Holmes County Sheriff’s Office appreciates the public’s concern regarding animal abuse and neglect but wants to remind the public to respect the property rights of other citizens. The Holmes County Sheriff’s Office and the Florida Department of Agriculture will continue to monitor the situation.

Mrs. Elizabeth Meigs Neel, age 99, a lifelong resident of the DeFuniak Springs area passed away peacefully at the family residence on Circle Drive. the place she had called home for well over a half a century, Friday morning, July 9.
