There is a 2-part answer to that question. There are currently 6 servers advertised in DNS, and 137.26.70.99 is not one of them, so cwop.fuller.net (aka cwop2.aprs.net) isn't presently a valid CWOP server.

You may be wondering why this page says there are packets from CWOP-2 if the CWOP-2 server has been shut down and is not working.


If you go here 


and open a recent day and then do a search for CWOP-2, you'll find that there are a lot of packets from AMBCWOP-2 and each of them is linked to


which apparently has a server named AMBCWOP-2 that is collecting and sending packets from Ambient weather stations.  The software looks for CWOP-2 and finds it as part of AMBCWOP-2 and indicates those packets as from CWOP-2.
