wx.Locale changes in 4.0.7+ - problematic?

Robin,

Given the number of bug reports (see below [1] [2] [3] [4] for examples)
that have started to show up that relate to locale problems, it seems like
the changes[5] to call wx.Locale() on app startup might be problematic, as
this changes global application state, and is out of control of the user.

Why did these changes need to be made in the first place? They are part
of a Python 3.8 support PR, which seems odd.
