OSX vs MSW with MDI

Hi,
When you run a program which is based on the MDI/DocView
architecture, you get Window menu before Help.
Osx OSX this menu will be placed after.
The standard OSX menu also places Window
menu before Help.
I think ths is a bug in OSX and it needs to be fixed.
It is visible in docview or msi sample.
I can open a bug but just wanted to confirm that it is actually
a bug in OSX.
