No one is working on this as far as I'm aware. For that matter, we
haven't done any work on translating the manual to any language other
than English.
There's quite a bit of work that would be required just to prepare the
manual to be translated first though (all current comment blocks would
need to be marked with "\~english"). All new languages would then be
marked in the same comment blocks after (i.e. "\~spanish").
Unfortunately though, there's still no way in Doxygen to keep track of
which non-English comment blocks are out-dated and should either be
removed or updated to reflect changes in the corresponding English
blocks (that I'm aware of). This looks like it may be something that
could get out of hand considering our manual is approximately 3,000
pages long.
I'd feel much more comfortable about adding manual translations if we
managed to figure out a system to keep track of translation progress.
I'm open to ideas.
