v3.2.3-rc1 tag and release draft on GitHub created

Hello,

I've created the release draft at

https://github.com/wxWidgets/wxWidgets/releases/tag/untagged-f679f4b3a7325843a77c

(as usual, I'm not sure sure if this link works for the others, but project
members should be able to see it in the list of all releases, I think)
which contains the source and documentation archives for 3.2.3.

Please let me know if anybody finds any problems with any of them and, of
course if Danny or Xavier runs into any problem with building the binaries
from them.

BTW, as you may have noticed, there were already a couple of commits to
3.2 since the tag creation, but they don't affect the release archives, so
it shouldn't be a problem.

Downloaded/installed from the installer and built from it. Everything looked good. Uploaded, added checksums, downloaded and successfully tested each package.

Hi.

Currently building.

As usual : can you confirm the version I have to build :
- do we still provide MinGW-10.3.0-TDM binaries ?
- gcc by MSys2 has been updated since last release : gcc is now 13.2.0. Do we still have to provide binaries for 12.2.0 ?

Sorry, why not? Did I miss/forget some problem with TDM 10.3?

Well, "have to" is a bit strong, as this is also done on voluntary basis
anyhow, but I think it would be preferable to keep providing the binaries
for the same version that was used for the previous 3.2 releases. And I'd
expect 12.2 binaries to be compatible with 13.2 anyhow.

Please let me know if you can build 12.2 ones or if you prefer to switch
to 13.2, as I'd need to update the documentation and the web page then.

Just because it seems Gcc-TDM has not been updated since a long time.

I've built both versions, so I've updated the Msys2 line in the release notes.

All is ok.

I've now updated the release files to mention this too and am ready to
post the release announcement tomorrow if nobody finds any issues with it
at the last moment.
