3.2.3 release on 2023-10-10?

Hello,

With almost 200 commits to 3.2 branch since 3.2.2 release, it's time to
make another stable release and, to follow the tradition (accidentally)
established by releasing 3.0.0 on November 11th, I'd like to make this
release on October 10th.

AFAIK 3.2 branch should be in good shape right now, i.e. I'm not aware of
any critical issues in it (please remind me if I'm forgetting anything). I
do still plan to merge a few more fixes into it, please see the PR at
https://github.com/wxWidgets/wxWidgets/pull/23891, but other than that it's
"just" a question of updating the release notes and building binaries, so
I'd like to ask Danny and Xavier if you could please do it? If you prefer
to do it before October 10th, we can do it too, just please let me know by
when would you like me to create the v3.2.3 tag.

I still plan to merge one important fix before making 3.2.3 (fix for
standard catalog from https://github.com/wxWidgets/wxWidgets/pull/23930),
but other than this I think 3.2 branch is ready for the release and I plan
to tag it on Saturday, October 7. This should hopefully give enough time to
build the binary distributions before October 10 when I'd like to
officially release it and, who knows, maybe even some time for pre-release
testing (although from experience I know that most of the pre-release
testing only comes after making and announcing the release...).

Please let me know if anybody sees anything wrong with this plan.

Assuming the tag is done late on the 7th I should be able to build on the 8th and if necessary again on the 9th.
