wxGetStockHelpString not in doc

Hi.

I noticed that wxGetStockHelpString (declared in include/wx/stockitem.h) is not present in the documentation (I have tested and it works fine).

And this function also doesn't appear to be implemented in wxPython.

Do I have to open a bug report for this ?

I guess there is indeed no reason not to document it, so I'll add it. FWIW
I don't think this function is that useful, it only returns something for
15 IDs.
